Aid for the agri-food sector - PERTE Agri-food II

The Ministry of Industry and Tourism will soon publish the order of regulatory bases and call for aid, in a non-competitive competition regime, to industrial projects in the agri-food sector, within the framework of the PERTE Agro-alimentari.
This call is part of investment 2 of component 12 of the Recovery, Transformation and Resilience Plan, which refers to the "Program to boost Industrial Competitiveness and Sustainability".
Beneficiaries
Private commercial companies, cooperative companies and agricultural transformation companies (SAT) with their own legal personality, legally incorporated in Spain and duly registered in the corresponding register, which develop an industrial activity in the sector, will be able to obtain the status of beneficiaries of this aid agri-food
It will be understood that this last requirement of industrial activity is met if the activities for which the aid is requested:
They are included in Section C - Divisions 10, 11 and 12 of the National Classification of Economic Activities (CNAE 2009), that is, food preparation, production and processing activities as well as the manufacture of beverages and tobacco industry
They are framed in activities similar to those in section a) above as well as in activities of calibration, classification, handling, transformation, conservation and packaging of food products which, despite involving an industrial activity in the agri-food sector, are not included in CNAE 10, 11 and 12.
In addition, the beneficiary entities must have carried out any of these activities for at least a period of three years until the end of the application period.
In any case, the activities that correspond to the primary sector, the distribution sector, the activities carried out by logistics operators and those corresponding to the HORECA channel are excluded.
Eligible actions
Projects framed in one of the following lines of action will be eligible:
Research, Development and Innovation Line:
Industrial research projects.
Experimental development projects.
Organizational innovation projects.
Process innovation projects.
Line of Innovation in Sustainability and Energy Efficiency:
Investments of an innovative nature aimed at protecting the environment.
Investments of an innovative nature in energy saving measures or renewable energies.
Line of aid for investment in favor of SMEs: Projects carried out by SMEs intended for investment in tangible and intangible assets related to the production process of the product or products in the field of the agri-food industry.
In addition, the projects must be framed in one of the following thematic priorities:
Circular economy and eco-innovation: Projects aimed at the implementation of productive systems for the ecological transition, at the optimization of resources or waste reduction, at reuse and recycling or at the eco-design of products.
Decarbonisation, energy efficiency, new sources of renewable energy and reduction of pollutant emissions: Which includes, among others, actions that involve an improvement in energy efficiency, the reduction of greenhouse gas emissions, the use of new sources of renewable energy, energy storage or the development of new products with a low carbon footprint.
Advanced materials and products: Aimed at the development of new products or the improvement of existing products.
Innovation in quality and safety processes: Projects that involve the implementation of new testing and validation methodologies, improvements in quality with respect to what is established in norms and standards and in the traceability of the process and product.
Projects based on digital technologies: Related to enterprise value chain interconnection platforms, advanced data processing, artificial intelligence, industrial simulation, additive design and manufacturing, AR, VR and artificial vision, collaborative robotics labor and cognitive or sensory.
Eligible expenses
The subsidized expenses within the framework of this call will depend on the line of action in which the project is framed:
Research, Development and Innovation Line:
Expenses for staff, researchers, technicians and auxiliary staff, to the extent that they are dedicated to the project.
Amortization expenses for instruments and inventoriable material (as long as the project budget includes at least one of the other subsidized items).
Contractual research expenses, know-how and patents.
General expenses (15% of duly justified personnel costs).
Line of Innovation in Sustainability and Energy Efficiency:
Production devices and equipment.
